[INFORMATION] Designed to be Ignored (&/or Forgotten)

I’m pretty sure the sign above was intended to be some sort of call to action for someone to do something…I’m that hazy on the message of this sign (pic snapped at local Walgreens) and I even have a visual to refer to. How well do you think this will be conveyed to the average consumer who isn’t equipped with a portable digital image capture device?

This transfer of information wasn’t given a thought when the person made this sign. Odds are it was a low level employee, maybe a store manager, that prepared the sign. I can’t remember if there was a document control number on the sign in the lower left - it looks like there might be…and if so that’s even worse. That means that this might be a controlled document sent from Walgreens corporate to be posted.

How could this design have been improved with little design expertise and even less effort? How about a handout? Even the old school sign with rip-off tabs method would have had a greater chance of success than this attempt.
